You must wait at least 30 days after starting your "Goals" savings plan before you can complete a withdrawal, and at least 10 days before you can complete a withdrawal on a "Flex" savings plan. For locked saving plans, they CANNOT be liquidated till the set due date.
Please, note that liquidating before the set due date affects your total interest pay-out.
